List payments with filtering, search, sorting and pagination

Filter on any field (for example ?status=refunded, ?method=upi, ?userId=101), search with ?q=, sort with ?sort=amount&order=desc, and page with ?limit= plus ?page= or ?offset=. Totals are in the X-Total-Count, X-Page, X-Per-Page and X-Total-Pages headers.
